The water just doesn't exist there, not for all those people and different uses. It probably will put a lot of farms out of business. I guess they could grow lizards and cactus...
One of the reasons I am in favor of a huge water infrastructure pipeline and reservoir project, because *nationally* we have enough water, just no way to really store it and move it around to where it is needed. My own state needs like a dozen more large reservoirs.
