It is SO large I really do think you were hearing about the story to deploy all those numbers in bases across the US under Northcom command.
The timing of the stories and the numbers quoted are way coincidental here. I am not aware of any single military base anywhere that contains such a number of people (vets here please chime in with numbers on single bases you are or were aware of), so to say they were going to "add that" to some base already existing in the already heavily poulated DC area would be fantastic and it simply couldn't be hidden. This is major city size worth of population you are talking about, plus all their big honking military gear and the huge infrastructure needed to hold them and to provide power and water and ..all of that, all the stuff such a number of soldiers would need. There's no way they could sneak that volume in anyplace, nor hide it, not unless they did it in some wilderness area, shot anyone they caught accidentally finding out about it, and kept all those soldiers families and the press and the people and gear haulers, truckers and pilots and railroad people, from not talking about it, over a very long period of time, say months maybe. If they wanted to keep it a secret I mean.
Those numbers are roughly the sum total now of all the official military and civilian "contractors" and civilian governmental goofs they have in Iraq, for comparison. They have to use multiple huge bases and a large continuing resupply presence to the tune of tens of billions to get to that point.
