Technically yes, practically, no. It's not exactly detailed and a lot of guys have gotten roundly harassed over it when they tried. It varies widely. It's still a gray area (although it shouldn't be and technically isn't) and needs further delineation in the courts and legislature, then the cops need to be educated on it, *seriously* educated. As it is now, except in a few areas, they'll just go apesquat on you. It's way too iffy for me at this time to push it, especially with all these gung ho mostly paramilitary bent and not civilian policing bent "take 'em down" cops here.
There also needs to be a more liberal interpretation of it, open carry, IMO, shouldn't require any permission (well, concealed as well, but baby steps to full Vermont styled). And we also need a law where merchants can't refuse entry or service based on carry. It matters not if you can carry, open or concealed, if every place you want to go in public is allowed to "ban" you.
