Well, I did a little reading on the bill. It was the 1092 page version, I think the version passed in the house was a 1200 page version.
From my quick reading the emission allowances, aka carbon credits, were being purchased from the EPA. I wouldn't be surprised in the least if private hands will be profiting from this from some public-private-partnership bs, which effectively means that a certain few companies would have a defacto monopoly on combustion and other energy conversion processes.
But do you have any sources on this? It would be nice to point to something official and see at least what the law technically says.
