In an attempt to silence a populace furious with rigged election results, the Iranian government had cell voice and texting turned off in major cities, I believe this demonstrates why we should NEVER allow the office of the U.S. president to have any kind of emergency power to control or shut down by declaration of a "cybersecurity emergency" the internet (which implicitly includes all telephone communication the way modern telephony is implemented) We should never allow the creation of a National CyberSecurity Advisor as Senators Rockefeller and Snow wish to do with the Cybersecurity Act of 2009.
Citizens need the ability to communicate as much as possible *especially* during a national emergency. Rescue and aid can and has been organized by citizens in such dire times. And if the government takes a course of action during a national emergency that is illegal, unconstitutional or injurious to the people (as such incidents occurred after Hurricane Katrina), then the people may even need electronic communication to report and document injustice, and to seek means of correction for the wayward government.
