The enire purpose of the second was precisely so that the we the people folks would never be able to be taken over by an out or control tyrannical government using official troops or mercenaries (security contractors)(and we are not supposed to have a large permanent standing army, which we have now, and they swear an allegiance to the constitution...uh huh. The whole idea was to not make it easy for some dictator in chief to just start being a dictator. That's why state's militia and not a full time forever federal army was the original design).
As such, arms has always meant pure military parity, let alone various flavors of knives. For instance it was quite common back then for individual estate owners and merchant ship captains, etc to have top of the line cannon, and until the 30s this was the law, own what you could afford and felt like affording with no other permission needed. Heck, I have seen hardware store ads from back before then offering tommy guns for cheap.
