Continuing low water supplies and the political reality of demographics combined with the endangered species act/ wildlife management, etc., is further exacerbating the plight of the stricken California agricultural business. They just need irrigation there for the most part, no irrigation, no food production, that simple. They are just going to keep getting less and less water as urban demands rise (although cities are on reduced supply as well) and more government officials decide they want the wildlife and not the farming.
More water restrictions for Cal farmers
I don't know what it will take, but trying to support tens of millions of people and ag and industry in what is basically desert or near desert is doomed without additional supplies from someplace. They could just ban ag all together and the cities will still use it all up within a few years now, if you go by their population projections. No matter what laws you throw at it, or studies, you will never get ten gallons from a five gallon bucket, can't be done. Combine that with them being well beyond broke, and the golden state is starting to lose its lustre a little...
