The government don't need no steenking constitution! Ya, I know in some cases extreme emergency efforts might be needed, but looks to me they can just declare an emergency based on whatever they feel like and do what they want then. And I also remember something called the "model states health emergency act" which some states passed years ago. It is roughly similar, even goes further actually, they can dragoon people into work related activities based on just ordering you to do it.
