Again, no idea, can only guess. I think the world's top predators are united in being aristocrats and want to be controllers, and they wage war on each other as well, like wolves will fight. Probably at the very top, where all the real decisions are made, planet wide, might be two or three thousand people at the most. Factions within that group, sure.
