I use software called Photoshop Elements, which does not cost a lot.
There is also free software that will "tweak" images in a similar way.
You probably already have something on your machine, for images, that will do it.
Just look through all its pull down menus.
Mine has many "tools" and text is just one of them.
You select the tool, then font, size, colour, etc, and write whatever.
Finally "flatten" the image before saving and bucketing.
