Issues Connecting to #Recovery Channel

I attend meetings in the #Recovery Starchat channel frequently and have always been able to connect. Today, when I attempted to join, I got a message that I said I could not join because the #Recovery channel was full. I got this same message when I attempted to connect in both IRC as well as Java. In looking at the channel list, there were only 10 people present in the room so it did not seem full - in fact, I checked back again after trying a few more times and there were then 11 people so one additional had since joined.
Can someone assist me with resolving this message? I really value being able to attend meetings.
