Posted by Chuck In any case, the current daily release is sufficient for flatwater paddling in cool waters year-round above Hope Dam. During larger spring flows (especially if there is water going over the spillway at the main reservoir), there is some whitewater to be found below the dam, but there is very poor access downstream, as well as some dangerous dams with difficult portages. The dam (or more accurately a blow-off valve off of the main pipeline leading to the filtration plant) is constantly open, to allow a statute-required 4.5 million gallons per day to flow down the river. They don't have any ability at this time (nor any inclination) to release any more than that.
