This is an easy question to answer. A major goal of the raceplanners is to attract as many runners as possible - 'confined' races stop some runners from out of the area participating as they qualify with the 'wrong' hunt. We as an area depend on out-of-area horses to make up the numbers. So, all the confined races got replaced with club races in the SE, so that we could get bigger fields.
