Balloting procedure

I wondered if anybody could clarify what a confined hunt is with respect to entry.

The rule states.....Third Priority – Entries submitted by the Master, Member, Subscribers of the Hunts confined (as per Point-to-Point regulations) to the Hunt staging the Race.
