I have always argued that this is a breach of a simple, rather inconsequential human right. People are allowed to drink alcohol, drive cars that could potentially travel at speeds of Mach 0.3, do base jumping off mountains and travel on motor yachts - in Britain - without any form of license. Pipe smoking is a fine tradition, an enjoyable one, and one which results in less potential harm than other forms of smoking. Many comiserations with this parliamentary outcome, and who knows, perhaps one day a more democratic approach may be used, such as referendums.
