If you polish isn't old(which makes it gummy and bumpy) then it is a possibility the climate you are applying your polish in might be too hot and humid. If your polish is gummy and somewhat still full you can get a polish thinner and add a few drops to make it go on smoother. Be sure to have just enough polish on the brush so that it goes on smooth with one stroke instead of going over the same area several times for coverage.
