I have seen the name Charles Blackley recorded several times in the older records. My ancestor Charles Blackard arrived there in 1757 so I have been worried about mixed the 2 men up since our name was almost always misspelled as Black, Blacker, Blackar, Blackam, etc. Possibly your surname was misspelled like ours but it looks like Blackey, Blackly and Blakely were the most common misspellings of Blackley. I'm not sure about the name Rackley that I see in the old records.
