If the cable is not tight enough, it won't have enough preload and will bounce around against the pressure plate fingers. Too tight and it will start actuating the clutch.
Remember, the throwout bearing is rotating all the time. Plus the input shaft of the tranny is spinning when in neutral.
Any more "tranny tech" than that and I let Glens 65 5.0 take over!
