The 31s are more than enough so it may be the accerator pump diaphram or just the adjustment.
As jerry F. pointed out you should check the timing and vacuumn advance as well.
You can do a quick check of the accerator pum adjusment by visually checking the pump lever and pump screw contact. There should be no clearance
