Before messing with the carb, at least double check the timing. If the timing is retarded, or the vacuum advance is not working... or the timing curve is way slow, it can cause similar behavior.
It does sound like a lean condition... but(t) The .031 squirters should be fine with a stock like engine. Also, if the accelerator pump is not working... it wouldn't start so easily when cold.
