Mt. Pinos highway open?

Is the Mt.Pinos highway open yet? I wanted to x-country ski Sunday 2/3 (yes, during superbowl!) but had heard the CHP was turning away cars at the I-5. Also, where is the "Y". I heard Mt. Pinos was closed at the "Y".
