I deal with tons of dogs like this at work. The smaller breeds especially the Shiz tzu's are notorious for being fearful and/or fear aggressive. I don't do much with them other then ignore them and usually they get over the fear of me within a week or two, if they will take food from you the bonding process is that much quicker.
