You also have to look at availabilty when choosing a breed. Many rarer breeds are harder to obtain - even for someone who wants to work them. When choosing a breed for what someone needs, you have to look at what is out there, availaibity, cost and experience level of the owner.
For example, for me, if I had a small farm I needed protecting, I know a Great Pyr breeder within two hours of me who has dogs who do work her farm. I have been there and seen them. I have a dog from her that I obtained after being returned. Her dog has proven that she will protect my house and not just bark willy-nilly at everything.
Now, say if I want one of Jeanine's dogs - I would have to drive about 8 hours, how many tanks of gas, spend the same if not more than for the Pyr who will do what I need because of the lines, and I am more experienced with Pyrs and know better what to expect.
So, when recommending breeds, yes there are many rarer breeds who are SUPERB and would well fit the bill but how accessible are they to the average person looking for one for working?
Kengals are a great breed but if the closest breeder for person X who needs one is say a hard two day drive one way but person X can go to a good breeder of say Maremmas which are a bit more common here and still very able to work who is a day away...
There are many factor we have to look at including costs now - with gas up to $4.00 a gallon...
