black stuff

My 3 year old green is under attack from this black crud that lies on the surface of the soil. What is this? Is it possibly from leaving clipping on the grass? Too much water? It has been warm were I live. I have put fungicide on it. Doesn't seem to help. I have also sanded it and that retarded growth more. Any ideas?
