That's the way I intend it to be!!!!
All this trouble? People want to breed dog? Sorry but there's a minimum of trouble to make it!!! Otherwise, you breed mix-breed and don't care about anything.
I don't see the trouble having a day dedicated to the breeding dog selection. If people want to get in, they would have to follow the rule.
Bringing x-ray and a vet certificate with the teeth count (all can be done the same day at the vet office!) doesn't take so much place in the car! 
For the rest, I agree with you.
