We have seen this before in a couple of our females when they are about to come into season (heat) they are not particularly dominant females - It was a bit like they were encouraging them - Flirting maybe?
I would say in this case it sounds sexual rather than dominant - If however she continues after her heat i would say it was her asserting her dominance. It is hard to tell without watching it.
Is he a dominant male?? Some of my males would NEVER tolerate this from a female, were as others would be fine - It is really a case of every dog and pair are different...
We have lots of dogs of all different breed, and run the together and try to keep them social as possible with each other.
We will always let them assert their place within the pack to an extent. But any major dominance Issues would be nipped in the but before they become an issue.
If it was me i would stop her as it could lead to problems...
Just watch them closely try and not let them see you - You know your dogs better than anyone... You will know if it is beginning to turn a bit nasty... Just follow your gut instinct it is usually right. Good Luck!
