The dentists in Costa Rica and Mexico should indeed provide pictures. There is no reason why you should use a foreign implantologist who is substandard to an american implantologist. I recommend dentalimplantvacations.com. They'll connect you to respectable dentists and will walk you through every step. They have special packages for procedures, some of them include your vacation package to Costa Rica or Puerto Rico.
