That's a tough one! I'm not sure it's fair of them to refuse you a refund though. Recently out of school has its pros and cons. They are probably up on the latest technique and materials, but you're right that he will obviously lack similar experience that the original doctor had. Maybe meet with him and give him a chance to convince you that he's capable?
