A good basic book for studying Wiccan beliefs is "Wicca: A guide for the solitary practitioner" by Scott Cunningham.
An altar is something that's nice to have but it isn't necessary. It certainly isn't necessary to have anything fancy. I use the top of my dresser, and the things that are left there are ones that are meaningful to me.
Cunningham and others describe a "self-initiation," but it's a misnomer. This personal ceremony is more properly called a "dedication," as an initiation is something that someone else does to you to make you a member of a group. It isn't something you *have* to do but a lot of people find it meaningful.
If you need good web resources, start with
"Wicca for the rest of us" at http://wicca.timerift.net/ and Isaac Bonewits' site, http://www.neopagan.net/
Also, http://www.witchvox.com has a HUGE number of essays (some factual and some opinion) as well as links to more information.
