The process of continuing to make critical sanitary sewer repairs on this system will continue by other means. The proposed Special Service Area levy ($300,000) was going to be used to fund a 60% forgivable loan from EPA, and represents money on the table that MESD simply has to pick up. The loan will line 1960's era 36" sewer lines that will otherwise require MUCH more money to replace. These concrete lines are so badly eroded at the pipe's crown, they are less than an inch thick.
Other MESD taxpayers pick up the tab (78 cents on the dollar comes from Madison County) of the shortfalls of the MESD Landsdowne system, which has lost money in 12 of the last 16 years. Last year (FY2016) it was a loss of $(680,000).
What actions are to be taken? That is an MESD board decision; however, I believe that moving to a sustainable sanitary sewer system for Northern St. Clair County, which serves 98% of the MESD Landsdowne system, is inevitable.
