1.) The law says former chiefs who were "hired". He wasn't hired, he was elected. May be a loophole right there.
2.) He's in before 2019 so he's probably exempt.
3.) If memory serves, to be vested in IMRF, one must contribute 8 or 10 years. So if you have a problem with this, get him out of office on his next election cycle. Problem solved.
