Granite City, Madison and Venice were to merge and then annexations of Pontoon Beach and Mitchell were to follow. At that time Pontoon wasn't much more than a small village with a few lake homes.
The bullheaded leadership of Madison and Granite at the time couldn't see past their little kingdoms and power trips so it died.
