Nick, Charlie was voting no to the highway department bills to further his smear agenda and grandstanding trying to make the Highway Department look incompetent, both Mel and Don. Or because he is very uneducated about the township rules and statutes of Illinois.
Question: Can the township board refuse to pay a legally incurred bill for the road district? Answer: No. The township board has an obligation to approve all legally incurred bills to the extent that there is an appropriation in the road district budget for the expenditure and that the proper order for payment has been submitted by the highway commissioner and countersigned by the township clerk. The proper order for payment can be a bill list, just like the bill list that the trustees approve for the township. The township USES A BILL LIST, so does the Highway Department. Please look further than the surface Nick, this refusal to approve the highway department's bill list was nothing more than another one of Luehmann's orchestrated stunts.
It was all a grandstanding Nick, or they are just that ignorant to the statutes.
