Nick, the envelope had an incomplete address, that is not being denied. It was returned.
The Highway Department has addressed the envelopes for outgoing bills for (four) years now.
If you had an honest and professional staff who sincerely worked for the PEOPLE, instead of a bunch of high school mentality goof offs, there would be no need to jump through hoops (CYA) for simple routine paperwork exchanges.
