These are interesting concepts. Clearly as sunflower stated, if 200 more district employees and their spouses lived and voted here, the tax issue may have passed.
I would like the city to look at imposing a city earnings tax on non-resident employees no matter who they work for.
I know some cities, such as St. Louis have this. When Mrs. O. worked in downtown St. Louis, she paid a 2% city earnings tax. This would be imposed on all workers who came to the community including schools, the hospital, PFD. The theory behind this is those people then help pay for the roads they use, the emergency services that are at their disposal etc...
I don't know I would favor imposing a "you must live here" doctrine for people. I doubt that you could enforce it anyway.
