Look at the herculean effort both St. Louis, and private corporations, have put into attracting those types of jobs to STL. Granite could try to set up something like T-Rex, Arch Grants, Launch Code and the likes, but it takes a huge effort and large amount of capital to accomplish. Granite simply isn't big enough, I doubt the whole of Madison County is. Then you have to ask, why would anyone incorporate in Granite City, when Missouri, a more Business friendly state, is a stones throw away, with incubation spaces in place?
Granite could perhaps offer tax breaks to companies that have grown out of their incubation spaces in St. Louis, but that would still be a hard sell given the less business friendly climate of Illinois.
