At the time he signed his contract, they were having financial difficulties, closed a school, I believe - if Briggs set the standard then Greenwald should have brought the pay and perks back into proportion, not allow it to escalate. Maybe that is why additional state funding is being withheld, it is suppose to go to education producing graduates and happy parents, instead its going to administrators salaries and other perks.
