Amen. But I have witnessed the perfect solution that this city could implement.
I was down in Hot Springs and they have constructed speed humps (with an "h" that are roughly ten feet long and six inches high. You have no choice but to drastically reduce speed. I've also seen raised sidewalks and humps at intersections to prevent the "rolling thru" stop signs that you mentioned.
As for the speeding cars, which are common on our flat streets, chicanes could be constructed. I've only seen a few in Chicago, but they are common in most of Europe. They are basically an artificial curve in the street. Example Pic from Wikipedia They work wonders.
Some folks will say it's too expensive. But I'd say it increases a neighborhood's attractiveness and makes it more people-friendly. Slower traffic, safer streets, less worry about children and moronic drivers, and less noise.
