My brother-in law has one, and it's pretty effective for their dogs. It does take some training of course. As a kid my babysitter had one and the dog would sometimes get shocked if it walked by the TV with the collar on.
And if you don't have an existing fence and the dog makes a run for it (after a squirrel or rabbit or something) sometimes their instinct to hunt will override knowledge of the shock to come.
