Sounded like a more lighthearted "Shutup; it's not really going to storm" or "Don't mention rain again."
I think there was a more rhetorical twist to that. And if there wasn't well, then that would be kind of sad.
Text cannot convey the true intent sometimes. I have tried to get used to it...making sure that what appears in black and white is what I really mean to say.
Text does not have voice inflection, nor does it convey intent. It is just black and white. Often text is interpreted in different ways.
