Nothing unusual. This is what they call a cobble or other words. It is a rolling mill where they start with a hot billet or slab and it goes through several guides and stands with rolls and works the steel down to the finish size they want. Some reasons the steel did not make it is it could have had a split end or bloomed end and was spread out too wide to fit through the guides and the head end stops and the rest just goes in the air like that. They just get a crane and hook up to it and drag it out of the way and check the head end to try to determine why it did not make it through the guides. Make adjustments then try another.
