I don't know that more people would start using heroin if it were legal. Many people already use prescription narcotics, the same strength as heroin every day. The are often hard working professionals. I am not 100% sure about this, but I do believe, in most intstances, it is the "cut" not the drug that is killing heroin addicts. Although some overdoes could be result of the user getting a much less cut product than he expected, or simply taking too much... Junkies are going to exist anyway, with or without drugs, some people are just bad people, some are very sick. By driving them into the darkness to buy what they are going to buy anyway, you are only increasing the risk that they are going to take. And to eliminate overdose, in the case of heroin, I would say that a computerized system, that can track a user could be implemented. A licensed practitioner would inject the drug, it not being allowed to leave the establishment were it is served.
