Both Stray Rescue and Metro East Humane Society are great places to adopt. Another good one is Gateway Pet Guardians. Stray Rescue and Gateway Pet Guardians have a number of dogs and puppies in foster care, so they are already or working on getting housebroken. Here's the links to all three.
Stray Rescue - also, with Stray Rescue, they have so many dogs coming in, that sometimes their website isn't up to date with all the dogs they have. Their recommendation is that you fill out and application (with no obligation) so that they know what you are looking for and possibly find a match for you.
