Tris, I think they're referring to health insurance. I believe the district pays full coverage to the employee and about eighty per cent for family. It's a big benefit and vry well protected by all the unions.
For the new people running, if you think you'll ever get the unions to give that up, think again. In fact, if you make it part of your campaign promise, my guess is you won't ever see the table.
Negotiations being what they are, if you try to get any union in the district to pay for their health care, get ready for a lengthy strike. IMO.
