Without knowing the circumstances of you returning the other dog, I see their point. Their job is to find forever homes for these animals, and if a person has returned one animal then who's to say it wouldn't happen again? They don't want the hassle of possibly dealing with a sort of revolving door situation.
However, while I see their point, I'm not unsympathetic. If you're the one who brought the dog back, how did they associate him with you? Same address?
