I think that is one job that really doesn't matter where someone lives.
A teacher or a principal.....only as good as their ability to bring out the best in the student body.
Bring in the best person for the job. What they do with their earnings is their business, as long as their services to the district are as valuable as their salary.
Get good educators to come to town, so that people will want to live in Granite City. Good schools are always a selling point for getting people to move somewhere....and besides, more high performing graduates could someday be the best people for the job in the future.
Being that said, an incompetent teacher/administrator from out of town is also just as bad as one who lives in town.
Time .... and future metrics will tell..... and though metrics never tell the full story, they can at least give indicators in which direction things are going.
(Why am I sounding more conservative and libertarian in this post than the Opinionator?)
