423 must have merged into another Local a long time ago. I can't find anything about it on the internet. What region was 423 in? What city? Call geographically close Locals, and try to find what local 423 was merged into. Call the regional pension offices, like the Central, or WCT, if 423 was located in one of those regions.
You say "7 yrs vested". Some, or all pensions, used to have 10 year vesting requirements, so 9.9999 years or less = absolutely nothing! You could be SOL, my brother. But get on it!!
