I haven't done a shock bushing swap but I have to imagine it would be similar to suspension bushing replacement on non-British cars. I would not use heat but I would use an arbor press if you have access to one. If not, a tried and true method is to use a pair of sockets (one large enough for the bushing to go inside it and one small enough to fit over just the metal tube core) and a section of threaded rod with nuts as a homemade puller/press. Put the large socket against the eye of the shock, pass the rod through it and the shock bushing, then put the small socket on the other side. Fit some nuts and start cranking away to drive the bushing out.
If that doesn't work I would drill around the metal core with small drill bits until you can remove enough material to relieve the pressure. Then you should be able to pick out the rubber and sand away any that clings to the inside of the shock eye.
The socket and threaded rod method can be reversed to install the new bushings. For re-assembly some people grease the bushings. You can also use water soluble lubes like KY Jelly (also good for installing glass in cars).
