Soak the assembled plate in one of those gallon (dip) cans of carb cleaner. Let it sit over night then work the plate back and forth while it is wet. Dip frequently and keep working it until you work all the old grease and debris out. Once you are satisfied, Place the plate in a shallow pan just bigger than the plate and cover it with Vaseline. Heat it gently with a torch to melt the Vasoline so it wicks its way in between the plates. Let it cool and wipe off the excess.
Alternatively, buy a used Delco off eBay and salvage the plate from there.
If you determine the vacuum advance diaphragm has failed, you may be able to have it repaired.
The folks in the link below service Lucas vacuum units so they may be able to work on Delco as well. It's worth a shot.
