Valve Cover Studs

I'm having trouble with the valve cover studs coming out of the head whenever I remove the valve cover nuts. Should I use Loctite on these? I also noticed that one end of the studs the threads are longer the other. I'm assuming that the end with the shortest threads screw into the head?
